Message If your car is a Cali car then you should pass emissions no problem. My car passed in AZ and i had the AIV's disconnected and am un chipped. Now lets start somewhere, first off you are not running lean, you are rich. That's what high CO is telling you. High HC is telling you that it's misfiring. Maybe not a steady misfire but a misfire non the less. I would say, make sure your air filter is clean. That AZ dust will clog a filter pretty bad before you can really see it. Then id get some new spark plugs, and ohm out the coil packs just to check. Then check the O2 sensors by way of the self check in the FSM or find someone with a scanner that can check it. New injectors was a very bad recommendation for a place to start. It really does look to me like a intermediate rich misfire. As for those high NOx, make sure the diaphragm on the EGR works and that the solenoid and hoses are all in good shape.
